Welfare to Work Employment Services Program

The Welfare to Work (WTW) Employment Services Program is a program that works with you to achieve your career goals by helping you with employment and training. We know that you come to us with great skills and strengths, and that there may be some areas of life you want to improve but don’t know where to start. You may need some resources to help get you there, whether it be transportation, books for school, or help with childcare. PCG offers supports such as these to help you pursue career goals. Our mission is to provide you an opportunity to reach self-sufficiency through job readiness and other employment activities.

The first step in your journey with PCG is attending a mandatory Orientation. After you attend Orientation, you will meet with your Employment Training Advisor (ETA) for an Appraisal where you will discuss activities and a plan to lead you on the path to achieving your goals.

What services do we offer?

Supportive Service Payment

You may be eligible to receive the following supportive services while participating in a WTW activity:

  • Transportation funds for attending activities

  • Clothing for interviews

  • Books for school

  • Childcare payments so you can attend activities

  • Diapers

  • Housing assistance

  • And other approved items needed to participate in activities

Extra Support Opportunities

You may be eligible for:

  • Mental Health Services

    Mental health assessments; individual, family, and group counseling; family engagement activities; getting ready for employment

  • Substance Abuse Services

    Resources to substance abuse treatment programs (in-patient and out-patient options available)

  • Pathways to Success (PTS) Program

    Access to social worker and mentor to help you with difficult challenges; coaching/mentoring. Click here to learn more.

    Homelessness/housing needs; intensive case management; domestic violence concerns; vehicle repair

  • Learning Differences Support

    Identification of learning differences that can affect how well you do at work and school; tips, tools, and recommendations to help you succeed in your activities

  • You may be eligible to receive assistance with job searching, housing, as well as mental health or alcohol and drug services. You could also be eligible to receive other services to support you and your family.

  • You could get assistance with childcare, transportation, clothing, and other supportive services to assist in your job search, employment, or education. Please contact your ETA to discuss.

  • The PTS Wraparound Program provides intensive case management for WTW families who would like additional support in addressing obstacles to self-sufficiency and employment. More information is available on the PTS page here.

  • Please contact your ETA directly to let them know you’re interested in being referred to our program. One of our staff members will connect you with a social worker who will help you determine if this voluntary program is a good fit for you.

  • Call PCG’s Housing Department at 619-344-0653.

  • Financial assistance for transportation/diapers, if eligible, is issued in advance, and it will be received on the 1st of the month on your EBT card. If you have not received your payment this month, please contact your ETA.

  • Please reach out to County directly for further assistance with this matter; you may do that by calling ACCESS # at: 866-262-9881.

  • You are required to attend your WTW Orientation unless you are approved for an exemption by the County. You must first provide a medical exemption form 07-338 to be considered for an exemption. As appropriate, your health care provider may also complete the Physical Capacities form and/or Mental Capacities form to accompany the completed form 07-338.

  • Contact your ETA or call PCG’s Childcare Department at 619-270-4165.

  • You receive supportive services to participate in the WTW/Employment Services program. You will receive a notice of action in the mail notifying you of the funds you have been issued.

  • If you are unable to complete your required hours, you must communicate your reasons to your ETA. Your ETA will determine if you can be granted ‘good cause.’ Good cause reasons may include:

    • Your illness
    • Child’s illness
    • Childcare issues
    • Family emergencies

  • If for any reason, you do not do what WTW requires, the following steps will be taken:

    • You will be asked to explain why you did not meet WTW requirements. The county will decide if you had a good reason.
    • Your family’s cash aid will be lowered if:
    o You fail or refuse to meet WTW requirements without a good reason, and
    o You do not resolve the problem by signing and completing a plan to do what you are required.
    • There are special rules for financial sanctions if you are a two-parent family getting cash aid.

  • If you are still working, going to school, or participating in another approved activity, contact your ETA to sign a new plan.

  • Prior to or within 10 days of the change Start Day.

  • Yes, if you currently do not need the assistance, stopping your cash aid will save your months so you can use them in the future if you need to.

  • Yes, you can always apply again, and you will be evaluated for all the benefits you may be eligible for, as long as you have remaining months on the CW 60-month time clock.
